In announcing the 2008-2009 U.S. Winter Outlook for meteorological winter from December through February, forecasters at the NOAA Climate Prediction Center are calling for warmer-than-normal temperatures for much of the central part of the nation, and a continuation of drier-than-normal conditions across the Southeast.

Hollings, who promoted oceanic and atmospheric research throughout his career. This is the fifth year this scholarship is being made available to students interested in pursuing degrees in ocean and atmospheric sciences and education.

Wed Nov 5, 4:37 PM ESTAt 400 PM EST the center of Tropical Depression Seventeen was located about 115 miles southeast of Cabo Gracias A Dios on the Nicaragua/Honduras border. Maximum sustained winds are near 30 MPH with higher gusts. The depression is expected to become a tropical storm tonight or tomorrow. Continued strengthening is forecast on Friday.
